The new crossing reality

If you haven’t crossed the border recently, prepare yourself for some major changes.

Every Singapore-registered vehicle must have a VEP to enter Malaysia.

The traffic situation has also gotten intense, with over 562,000 people crossing on peak days, and waiting times stretching up to 3 hours during the worst periods.

Most people are crossing at the exact same times. If you’re smart about when you travel, you can still have a relatively smooth experience.

Both Woodlands and Tuas checkpoints have fully rolled out QR code passport-less entry since January 2025. With just the QR code generated from the MyICA app, you can cross immigration without taking out your passport.

VEP reality

Be sure to get your VEP sorted before you even think about driving into JB. The entire process takes 1-2 weeks at minimum. You can’t apply for the VEP at the border.

The VEP comes with an RFID tag. You stick it on your windscreen or headlamp. It’s linked to your Touch ‘n Go wallet. This allows automatic payment of the RM20 road charge every time you enter Malaysia.

How to decide between Woodlands vs Tuas checkpoints

The answer isn’t as straightforward as you might think, and it depends on where you’re going and when you’re traveling.

Woodlands checkpoint

Woodlands is still the main gateway, and for good reason. It’s the shortest path to the city centre where most of the fun is located.

If you’re heading to JB city center – think City Square Mall, KSL Mall, or those amazing zi char places in Taman Sentosa – Woodlands is your best bet.

• The Good: Direct access to JB city center, multiple food and shopping options nearby, familiar layout for experienced travelers.
• The Not-So-Good: This is where everyone goes, so it gets congested fast. Weekend traffic here can be absolutely brutal.
• Best Times: Weekday mornings between 10:30 AM and 2:00 PM are golden. Avoid Friday evenings and Saturday afternoons like the plague.

Tuas Second Link

Tuas is a secret weapon, especially for certain types of trips. If you’re heading to Legoland, Premium Outlets, or anywhere in Iskandar Puteri, Tuas can actually save you time overall even though it’s further from central Singapore.

• The Good: Less crowded, newer facilities, better organized queuing areas, direct highway access for onward travel towards KL
• The Not-So-Good: Longer drive from most parts of Singapore, not ideal if you’re staying in JB city center.
• Pro Tip: Tuas handles bad weather better than Woodlands. If it’s raining heavily, Tuas is often the smarter choice.

Our preference for Tuas or Woodlands depends on the time of the day. It also depends on where we want to head to in JB. Additionally, it depends on the current status of traffic at both checkpoints.

How to time your crossing to JB

We have been tracking crossing times for many years, and there are definite patterns you can exploit.

Weekdays

• Tuesday to Thursday, 11 AM to 2PM is the sweet spot – this is when you’ll have the smoothest crossing – typically 30-45 minutes total instead of 1-3 hours during peak times.
• Malaysian workers start crossing at 5AM for early shifts. But here’s the thing – most leisure travelers don’t want to wake up that early, so if you’re willing to leave Singapore around 6AM, you’ll actually be going against the main traffic flow.
• If you’re planning to return the same day, aim to head back before 4PM or after 9PM. The evening rush builds from 4PM and peaks around 6-8 PM.

Weekends

Weekends are tough, but not impossible. Here’s what works:

• Leave before 11AM and you’ll beat most of the weekend crowd. Most people are still having their leisurely weekend breakfast while you’re already crossing the border.
• Sunday return traffic is the absolute worst. It starts building around 2PM and doesn’t clear until after 9PM. Your options are either super early return (before 10AM) or very late return (after 10PM).
• During major holidays like Chinese New Year, all bets are off, avoid crossing entirely during these periods unless absolutely necessary.

The step-by-step border crossing playbook

Let us walk you through exactly what happens at each checkpoint so you know what to expect.

Leaving Singapore

1. Lane Selection: Make sure you’re in the right lane for your vehicle type. Cars have specific lanes that are usually well-marked.
2. Singapore Immigration: Hand over your passport with a smile or scan the QR code at the reader
3. The Stamp: Make sure your exit stamp is clear and properly dated. For QR code scans, there are no stamps.
4. Random Checks: Sometimes they’ll check your vehicle. Don’t panic, just cooperate. They’re usually looking for prohibited items or doing routine security checks.

Entering JB

1. VEP Lane: Head to the VEP-designated lanes if you have your RFID tag, these often move faster than general lanes.
2. Malaysian Immigration: Present your passport and be ready to answer questions about your visit. They might ask about your accommodation or how long you’re staying.
3. Automatic Deduction: Your VEP system should automatically deduct the RM20 road charge. You’ll usually hear a beep or see a light indicating successful processing. If you don’t have a VEP yet, use the TNG card.
4. Customs: Malaysian customs may do random vehicle checks. If they select you, stay calm and cooperate.

The mandatory Vehicle Entry Permit (VEP) system began with a soft enforcement in October 2024. All Singapore-registered vehicles entering Malaysia via land checkpoints must have a valid VEP.

What do you need before applying for a VEP

You will need to prepare several documents on hand before applying:

• Motor insurance details (e.g., policy number, provider, expiry date)
• Identification document (e.g., NRIC)

The Vehicle Registration Certificate must be current and match exactly with the information you provide in your VEP application.

Make sure that that all vehicle details, including the chassis number, engine number, and registration number, are accurately transcribed

Insurance coverage represents one of the most complex aspects of VEP preparation. Your vehicle insurance must explicitly cover cross-border travel to Malaysia.

Standard Singapore vehicle insurance policies often exclude coverage outside Singapore, so you’ll need to either upgrade your existing policy or purchase additional coverage specifically for Malaysian travel.

The insurance certificate must clearly state that coverage extends to Malaysia, and this coverage must remain valid throughout your VEP’s validity period.

Step-by-Step VEP Application Process

The VEP application process is entirely online, conducted through Malaysia’s official VEP portal at https://vep.jpj.gov.my.

Sign up for an account on the portal, and be sure to use only this portal as the authorized platform for VEP applications.

You also have to download the Touch N’ Go app before applying for the VEP.

How to Use and Top Up the Enhanced Touch ’n Go Card

When creating an account, you’ll need to provide personal information that matches exactly with your identification documents. This means you have to use the same name format, spelling, and details that appear on your official documents.

Once your account is established, the application form requires comprehensive vehicle and owner information.

Enter your vehicle registration number exactly as it appears on your registration certificate, including any letters and numbers in the precise format shown.

The chassis number and engine number must also match your registration documents exactly. Any discrepancies will result in application rejection and require you to start the process over.

During the application process, you’ll also be required to upload documents such as your motor insurance, identification documents and car information.

Avoid shadows, glare, or blur that might obscure important information. The system typically accepts JPEG and PNG formats, with file size limits that vary depending on the document type.

VEP verification process

Once you have submitted your documents and furnished your information online, the verification process can take anywhere from a few days to several weeks, depending on the volume of applications and the completeness of your submission.

In our experience, it took 2-3 business days for verification – our first attempt got rejected due to full name mismatch.

During this period, you can track your application status using the VEP Application Management System, which provides real-time updates on your application progress and will notify you of any additional requirements or issues that need attention.

Once the registration process is completed, you will need to visit the VEP Application Management System to make payment and select the VEP RFID tag collection options.

The payment process includes a processing fee and the cost of the RFID tag itself, typically totaling around RM50-60.

If your application is rejected or requires additional information, address the issues promptly and completely. Partial corrections or inadequate responses will result in further delays.

VEP RFID Tag Collection

Once your VEP application is approved and payment is processed, you’ll need to obtain the physical RFID tag that serves as your vehicle’s entry permit.

You have two collection options:

• Self-Collection at VEP centers in Johor Bahru
• Delivery to your address in Singapore or Malaysia, which costs RM30 for service and RM15 for postage

Self-collection at the VEP Tag Collection Center offers the advantage of immediate availability once you receive approval notification.

When visiting the collection center for self-collection, bring your approval notification email which can be printed or on your mobile device), the original identification document used in your application (NRIC or passport), and your vehicle registration certificate.

The collection process typically takes 15-30 minutes, during which staff will verify your identity and provide instructions for proper RFID tag installation.

VEP home delivery option

Delivery to Singapore addresses is available if you prefer not to make a special trip to Johor Bahru solely for tag collection.

Delivery typically takes 5-10 business days from the time of order placement, and in our experience, takes about 10 days from the time you submit. Once you received the VEP tag, it’s time to install it on your vehicle.

How to install the VEP tag on your vehicle

If you choose home delivery, you will receive the VEP kit and instructions on how to install it.

The first step is acknowledging you have received your tag, by going back to the VEP Application Management System, login and click the Acknowledgment button after selecting your vehicle.

Once done, verify your VEP tag by entering the serial number of the VEP bar code.

VEP fitment process

Once acknowledged, you can fit your VEP on the car’s left headlamp.

Keep the installation are clean and dry, by first wiping it with alcohol swaps or a gentle wet tissue and drying it. Then, affix the tag horizontally on the passenger side headlamp, ensuring it is at least 5cm from any metal frames.

The RFID tag contains sensitive electronic components that can be damaged by heat, moisture, or physical impact. Handle the tag carefully during installation and avoid touching the electronic components directly.

Once installed, the tag should not be removed or repositioned, as this can damage its functionality and may require you to obtain a replacement tag.

Submitting the VEP installation for activation

Finally, submit the tag for approval on the portal again with photo evidence of your successful installation on the headlamp – be sure to include your vehicle number and the VEP tag clearly.

Activation of the VEP takes 3-5 business days, and in our experience, was done on the same day within 8 hours.

Road Charge (RC) with your VEP

The road charge is set at RM20 per entry into Malaysia, charged each time your vehicle crosses the border, which is in addition to any tolls you’ll pay while driving on Malaysian highways.

The way you pay for the road charge is through your VEP RFID tag, which is linked to your Touch N’ Go eWallet or other approved payment methods.

Ensure that you setup your Touch N’ Go eWallet with sufficient funds available for both road charges and potential toll payments during your journey.

Using Your VEP when traveling to Malaysia

With your VEP RFID tag properly installed, VEP-equipped vehicles typically use designated lanes at tolls and border checkpoints that can process RFID tags automatically.

These lanes are marked with VEP signage and electronic readers that detect your tag as you approach.

The system automatically verifies your VEP status, deducts the road charge, and records your entry into Malaysia.

You are also advised to still keep your TNG card with you, just in case you run into some issues with the RFID at toll booths, especially if technical issues such as RFID reading problems and system maintenance prevent your VEP tag from functioning properly at toll booths.

Renewing VEP

VEP RFID tags are valid for 5 years, which means that most of us won’t need to think about renewal immediately.

You will receive email notifications as your VEP expiry date approaches.

The renewal process is similar to the initial application, requiring updated documentation and verification of continued eligibility.

If your vehicle registration details change during the VEP validity period, you must update this information in your VEP account promptly. Changes include ownership transfer, address changes, or vehicle modifications.

If you damage your VEP tag, or lose it due to theft, initiate the process by sending an email to aduanvep@jpj.gov.my. The replacement process typically involves deregistering the damaged tag, applying for a new tag, and potentially paying replacement fees.

Tips for VEP application

Begin your VEP application well before you need to travel to Malaysia, as processing times can vary significantly depending on application volume and document completeness.

Allow at least 4-6 weeks for the entire process from initial application to tag collection and installation, though the process can sometimes be completed more quickly.

Store copies of your VEP approval, vehicle registration, insurance certificates, and payment receipts both in cloud storage and in your vehicle. This redundancy ensures you can access necessary information even if your primary copies are lost or damaged.

In terms of general feedback, Singapore drivers tend to highlight the importance of patience and preparation. While the initial setup process can be time-consuming and sometimes frustrating, the long-term benefits of faster border crossings and automated payment processing make the investment worthwhile.

Recent Updates on the VEP

The Malaysia government will commence enforcement of the Vehicle Entry Permit (VEP) requirement at the Malaysia-Singapore land borders. This will be effective from 1 July 2025. The country’s Ministry of Transport announced this on 4 June (Wednesday).

What Is the Enhanced Touch ’n Go Card?

The Enhanced Touch ’n Go card is an upgraded version of Malaysia’s popular electronic toll payment card. It looks just like the old one, but it has built-in NFC (Near Field Communication) technology.

To differentiate between the different TNG cards, look for the NFC symbol on the card.

With NFC, you can now link the card to the Touch ’n Go eWallet app. You can top it up directly from your phone. This feature is useful for new drivers who may not be familiar with Malaysia’s toll system or reload points.

If you’re driving into Malaysia, note that you must have a TNG card to pay for entry into Malaysia, and tolls especially on major expressways like the North–South Highway.

Where to buy an Enhanced TNG Card?

As of now, the Enhanced TNG card isn’t officially sold in Singapore stores. But you can get one through:

• Online Marketplaces – Look for Enhanced TNG cards on Shopee, Lazada, or Carousell
• TNG eWallet App – you will need to pay RM5 shipping fee and available for those staying in Malaysia only
• Johor Petrol Stations or Kiosks – Some border stations and 7-Eleven outlets near JB checkpoints sell Enhanced cards

Expect to pay RM10 for one card, depending on the seller. Our recommended place to buy is any supermarket in Malaysia, e.g., Village Grocer at Mid Valley Southkey where these cards are readily available.

How to Top Up Your Enhanced TNG Card with Your Phone

Once you have the physical card in your hand, it’s time to activate it and link it to your account.

Step 1: Download the Touch ‘n Go App

Install the Touch ’n Go eWallet app from the App Store or Google Play.

Step 2: Link Your Card

1. Open the app and tap on “TNG Card.”
2. Tap “Add Card” and follow the instructions.
3. Place your Enhanced card at the back of your NFC-enabled phone.

Once linked, you’ll be able to see your card balance instantly on the app.

Step 3: Top Up with eWallet

1. Tap “Add Money” in the app.
2. Select your top up method
   • Credit card
   • Debit card
   • DuitNow transfer – this is recommended for those with Malaysian bank accounts, where you can transfer directly to a Malaysia DuitNow account
   • Reload PIN
   • International options such as Panda Remit, Western Union, Wise, Flip Indonesia, and Singtel Dash
3. Confirm and hold your Enhanced card against your phone’s NFC reader.

Note the following conveience fees apply for the different top-up methods:

Cnvenience fee is only waived for:

1. Reloads using Malaysian-issued debit and prepaid cards
2. Reloads via Reload PIN credited into Non-Transferable Balance
3. Reloads via DuitNow Transfer

You can reload your Enhanced TNG card with a minimum of RM10 and a maximum of RM500 per transaction.

Once you have successfully topped u, the balance will be transferred to your card immediately. Note also that the enhanced TNG card and Touch n’ Go eWallet balance are not linked.

If you want to link the Touch ‘n Go Cards and Touch ‘n Go eWallets, you can activate PayDirect. The cards can then be used normally, while the back-end systems deduct your linked Touch ‘n Go eWallet balance.

Also note that Road Charge at the checkpoint is not eligible for PayDirect, so you will have to pay using the TNG card balance.

How to Use the Enhanced Touch ’n Go Card

Finally, to actually use the Touch n’ Go card is easy – literally just tap it at highway tolls, carparks, or even some retail stores in Malaysia – we recommend using the card swatter with it to reach the toll machines.

Once successfully tapped, the system will deduct the toll fee automatically from your linked card balance.
